C&T Enterprises, Inc.—a jointly owned, for‑profit subsidiary of Claverack and Tri‑County Rural Electric Cooperatives—provides shared management and support services for both cooperatives, their telecom affiliates (Claverack Communications–Revolution Broadband and Tri‑Co Connections), and C&T’s subsidiary utilities, including Wellsboro Electric Company, Citizens’ Electric Company, and Valley Energy.

C&T Enterprises, Inc. is accepting letters of interest for a full‑time Payroll Specialist/Analyst.

Location: The position will be located at the Tri-County Rural Electric Cooperative headquarters in
Mansfield, PA.

Reporting Structure: This position reports to the C&T Director of Human Resources.

Primary Function: To perform all phases of the payroll processing cycle; serve as the liaison to the CFO and all accounting/finance departments of affiliated companies for the transmission of leased‑employee payroll information; and provide general administrative support to the Human Resources department to ensure all functions are completed accurately, timely, and in compliance with all applicable state and federal regulations in support of the objectives of C&T Enterprises and its subsidiaries.

Qualifications and Skills:

To be successful in this role, the candidate should possess the following qualifications and skills:

  • Bachelor’s degree in human resources, Accounting and/or Finance is preferred
  • A minimum of three years of experience in payroll preparation, including withholdings, benefits administration, personnel recordkeeping, and compliance with state and federal payroll requirements
  • Demonstrated ability to interpret and apply collective bargaining agreements and HR policies
  • Demonstrated ability to prioritize multiple complex tasks with accuracy and meet all deadlines with minimal supervision
  • Problem-solving skills: Ability to identify and resolve problems promptly, gather and analyze information, generate creative solutions, demonstrate attention to detail, and take correction action as needed
  • Technical Skills: Proficiency with standard office computer and software applications (including Microsoft Word and Excel); working knowledge of automated payroll systems; and understanding of current payroll and human resources practices, terminology, recordkeeping, reconciliation, and reporting
  • Regulatory Knowledge: Understanding of privacy laws and regulations, as well as applicable federal, state, and local tax laws and requirements
  • Strong Communication and Relationship‑Building Skills: Ability to convey information clearly and effectively in both written and verbal form; adapt communication style to diverse audiences; and build productive relationships with internal and external stakeholders
  • Ethics: Demonstrates respect for a diverse workforce and internal/external constituents, keeps commitments, accepts responsibility for actions, inspires trust, works with integrity, and upholds organizational values
  • Confidentiality: Maintains discretion and confidentiality in dealing with sensitive and personal matters related to the function

Responsibilities:

As the Payroll Specialist-Analyst, the candidate will be responsible for the following:

  • Process bi-weekly payroll for all pay groups, review for accuracy, code, and input timecards manually into the payroll software, monitor receipt and accuracy of electronic timecards submitted through Connect Financials, track and withhold all taxes, deductions and garnishments, reconcile and post payroll data; transmit direct deposit information to the bank, print and distribute or email any payroll related information
  • Develop a firm working knowledge of the payroll software functionality and troubleshoot technical problems as they arise
  • Prepare and file various bi-weekly, monthly, quarterly, and/or annual reports for the reconciliation and disbursement of tax withholdings, deductions, and garnishments
  • Establish and maintain employee payroll records ensuring all new hire information and changes are properly authorized and entered accurately and timely; general information, wage/salary changes, promotion/title changes, terminations, and tax withholdings
  • Ensure proper accounting treatment of complex payroll transactions
  • Research inquiries and inconsistencies and make corrective entries when necessary
  • Develop and maintain complex payroll spread sheets for reconciliation of hours/overtime worked, paid time off, tax withholdings, deductions, garnishments, and benefits data to the payroll system
  • Prepare monthly billing, supporting reports and spreadsheets of leased employee payroll information to the accounting/finance departments of affiliated companies for financial reporting purposes
  • Prepare bi-weekly payroll accounts payable information and monthly accounts receivable journal entries from the affiliated companies for leased employees to the CFO to be recorded in the accounting software
  • Compile requested information for and participate in annual corporate, regulatory and workers’ compensation audits
  • Prepare various payroll and benefit related reports, spreadsheets and forms as required by insurance carriers and benefits providers for open enrollments, life change events, compliance reporting, and internal budget projections and other special project analyses
  • Prepare retiree benefit quarterly billing and communicate with upcoming retiree regarding benefit billing
  • Provide customer service to employees in the areas of computation of pay, benefits, and taxes as they relate to their pay, paid time off balance inquiries, how and where to locate forms and information on the company’s benefits and payroll websites, where to send completed forms
  • Assist Director of Human Resources with confidential administrative services
  • Assist with Human Resources related functions as necessary, including, but not limited to, assisting with interviews, benefit administration, HR data & recordkeeping, and providing collaboration and support on personnel-related issues    
  • Communicate and coordinate with all employees, CEOs, and department heads of affiliated companies to gather and/or provide pertinent information necessary for the maintenance of accurate payroll and personnel information
  • Communicate with benefits providers, insurance carriers and brokers, taxing authorities, professional HR/payroll organizations, software providers, external auditors, spouses of employees and retirees
  • Review and update job procedures as needed
  • Performing other duties assigned to meet the organization's needs and proper management practices

Special Working Conditions:

Although most of the duties of the position will be performed in a normal office environment during regular business hours, the incumbent will be required to attend meetings and workshops that may result in overnight travel. This position may also require overtime during emergencies and heavy workload periods.
